UAE Enacts Stricter Media Regulations with Fines Reaching AED 2 Million
The UAE Media Council has announced a sweeping overhaul of national media regulations, introducing a unified system aimed at modernising media oversight, curbing misinformation, and aligning content creation with the country’s core values. This initiative significantly impacts traditional media outlets, social media influencers, and digital content creators across the UAE.
Under the new framework, violators face penalties of up to AED 1 million, with repeat offences potentially doubling the fine to AED 2 million. In serious cases, entities may face temporary shutdowns of up to six months—or permanent closure.
Key Highlights of the Regulation
- Mandatory Licensing: All individuals or businesses generating income from media or promotional content—including influencers—must obtain official licensing. Fees start at AED 15,000 depending on the emirate.
- 20 Content Standards Introduced: All media content must uphold national values, including respect for religion, public morals, state sovereignty, and institutional reputation.
- Zero Tolerance for Misinformation: Content that undermines the UAE’s economy, diplomacy, or public trust—such as fake news or misleading advertisements—will trigger immediate enforcement action.
- AI-Driven Compliance Platform: The Council will deploy a centralised, AI-based analytics system to pre-screen content—such as books, films, social media posts, and ad campaigns—prior to publication. This ensures accuracy, compliance, and faster approval processes.
Mohammed Al Shehhi, Secretary General of the UAE Media Council, stressed that the goal is not restriction but industry empowerment:
“We’re enabling innovation while protecting intellectual property, national security, and public trust.”
Implications for Influencers and Media Businesses
These changes significantly elevate the compliance bar for influencers and digital marketers in the UAE. Unlicensed or non-compliant content—whether paid or organic—now carries serious financial and legal consequences. Additionally, platforms used to disseminate content will be scrutinised under this AI-powered governance model.
The UAE Media Council also confirmed the new framework supports the nation's long-term media vision, including the development of AI, virtual broadcasting, gaming, and streaming industries—all key elements in transforming the UAE into a global media hub.
