UAE Extends ASP Appointment Deadline Under eInvoicing Framework
The UAE Ministry of Finance has announced targeted amendments to the UAE’s developing eInvoicing framework, including an extension of the deadline for appointing an Accredited Service Provider (ASP). Under the updated position, businesses with annual revenues exceeding AED 50 million now have until 30 October 2026 to appoint an ASP under the UAE eInvoicing system.
The previous deadline had been set for 31 July 2026. According to the Ministry of Finance, the extension has been introduced through amendments linked to Ministerial Decision No. 244 of 2025.
Additional Amendments to the Framework
Alongside the deadline extension, the announced updates also include amendments relating to the accreditation and operational structure of service providers participating in the framework.
These include:
- allowing accredited providers to utilise third-party PSP products
- permitting outsourcing of certain operational functions while retaining compliance responsibility
- introducing a minimum operational experience requirement for PSP products or technology partners
- confirming that Peppol certification remains mandatory
The changes appear aimed at increasing operational flexibility while maintaining regulatory oversight and technical standardisation within the UAE’s evolving digital invoicing ecosystem.
What This Means for Businesses
The extension provides additional preparation time for businesses that fall within the scope of the eInvoicing system, particularly larger entities that may still be assessing:
- provider selection
- internal ERP integration
- compliance readiness
- operational implementation timelines
At the same time, the update signals that the UAE remains firmly committed to the broader rollout of structured eInvoicing and digital tax infrastructure.
For businesses affected by the framework, the extension should not be viewed as a reason to delay preparation, but rather as an opportunity to ensure that implementation is approached strategically and correctly.
A Continued Shift Toward Digital Compliance
The UAE’s eInvoicing initiative forms part of a wider transition toward digitised tax and compliance systems, aligned with international standards and interoperability frameworks such as Peppol.
As implementation progresses, businesses can expect increasing emphasis on:
- digital reporting infrastructure
- transaction transparency
- automated compliance mechanisms
The latest amendments suggest a regulatory approach focused on balancing implementation practicality with long-term system integrity.
