A Viral Case That Sparked Outrage
Recently in Dubai, CCTV footage showing a man abusing a cat caused widespread public outrage. The incident was quickly shared across social media, triggering debates on animal rights and how the UAE legally responds to such cases.
While shocking, this event highlights an important reality: animal abuse in the UAE is a crime, with specific penalties set out under the country’s modernised Penal Code.
The Legal Framework for Animal Protection in the UAE
The UAE has steadily strengthened its stance on animal welfare over the last two decades. The cornerstone provisions are now embedded in the Federal Decree-Law No. 31 of 2021 (the Penal Code):
- Article 466: Jail and/or fine for deliberately killing or seriously injuring livestock, beasts of burden, or cattle.
- Article 471: Up to 1 year imprisonment or a fine up to AED 10,000 for deliberately killing or poisoning a domesticated or tamed animal without justification.
- Article 472: Fines up to AED 5,000 for torturing, maltreating, or neglecting an animal entrusted to a person’s care.
- Article 473: Fines up to AED 3,000 for injuring an animal by fault, and up to AED 10,000 if the injury results in death.
These sit alongside Federal Law No. 16 of 2007 on Animal Welfare (still in force with executive regulations), which imposes additional duties of care and penalties up to AED 200,000 in serious cases.
What This Means in Practice
The law doesn’t just punish extreme cruelty, it also covers neglect, failure to provide food, shelter, or medical treatment, and even harassment of animals.
For pet owners, this means that responsibility goes beyond love and companionship: under UAE law, providing adequate care is a legal duty.
Reporting Animal Abuse in Dubai
Authorities have made it easier for the public to report animal abuse:
- Dubai Municipality Hotline: 800900
- MOCCAE (Ministry of Climate Change & Environment): 8003050
Reports can also be lodged directly through local police channels if abuse is witnessed.
A Growing Culture of Animal Welfare
Although animal rights legislation is relatively new in the UAE, the country is aligning itself with international standards. Heavy penalties send a clear message that cruelty and neglect will not be tolerated.
This cultural shift also reflects the UAE’s broader vision of being a modern, humane society that protects both people and animals.
