UAE Introduces Mandatory Advertiser Permit for Social Media Users
The UAE Media Council has announced the rollout of a new mandatory "advertiser permit" for anyone promoting goods, services, or brands on social media platforms—regardless of whether the content is paid or unpaid. This regulatory move aims to improve transparency, elevate advertising standards, and empower digital content creators in the region.
Effective within three months, this policy change will impact influencers, content creators, marketing professionals, and businesses engaging in digital promotion on platforms such as Instagram, TikTok, YouTube, and X (formerly Twitter).
What Is the Advertiser Permit?
The advertiser permit is a compulsory licence issued by the UAE Media Council. It applies to:
- All individuals or entities who publish promotional content online
- Both sponsored (paid) and non-sponsored (unpaid) posts
- Content creators and influencers working independently or with agencies
The UAE Media Council clarified that the initiative is designed not to restrict creativity but to ensure advertising ethics, authenticity, and regulatory oversight in a rapidly growing digital content economy.
According to Maitha Majed Al Suwaidi, CEO of Strategy & Media Policy Sector at the Council:
“This is a proactive step to empower digital talent and ensure the quality and integrity of advertising in the UAE’s social media landscape.”
Key Requirements and Timeline
- Effective Date: The permit will become mandatory within three months from the announcement.
- Cost: Free of charge for the first three years.
- Display Requirement: The permit number must be visibly displayed on all registered accounts.
- Usage Restrictions: Only the permit holder may post advertisements; accounts cannot be used by others to publish promotional material.
- Agency Engagement: Companies must work only with licensed individuals holding the advertiser permit.
A separate Visitor Advertiser Permit will also be introduced for foreign influencers and agencies, valid for up to three months and issued via approved local agencies.
Who Is Exempt?
Not everyone will require the advertiser permit. Exemptions include:
- Individuals promoting their own business or product
- People under 18 engaged in educational, cultural, or athletic content
- Non-commercial personal content not involving external brand promotion
However, individuals generating any form of financial gain through promotional content, even through gifts, barter deals, or affiliate links, will be required to register.
Alignment with UAE’s Content Economy Strategy
The initiative supports the UAE’s broader digital economy goals and builds upon earlier frameworks, including the 2018 influencer licence law and emirate-specific requirements like Abu Dhabi’s Dh10,000 fine for unlicensed commercial influencers.
Mohammed Saeed Al Shehhi, Secretary General of the UAE Media Council, explained:
“We believe creative talent is the cornerstone of the future economy. By introducing smart regulation, we are helping protect this sector and elevate its impact.”
By bringing digital content into a regulated advertising ecosystem, the UAE positions itself as a regional leader in media governance, creating a structured, safe, and high-integrity environment for both creators and consumers.
