Which Cases Can Be Heard in One Session?
The decision provides that the One-Session Circuits may hear:
- Civil claims where the value of the claim does not exceed AED 500,000.
- Signature verification claims, regardless of their monetary value, provided they relate solely to the authenticity of a private document and do not include additional claims.
Importantly, qualification depends on more than simply the value of the claim.
The case must also be fully prepared and suitable for determination within a single hearing.
Which Matters Are Excluded?
The new procedure does not apply to every type of dispute.
The decision specifically excludes:
- Administrative cases
- Urgent applications
- Payment Order proceedings
- Bankruptcy applications and disputes
In addition, the One-Session Circuits do not apply within the Criminal Court, Enforcement Court, Personal Status Court or Inheritance Court.
These matters will continue to follow their existing procedural frameworks.
Does This Mean Every Claim Under AED 500,000 Will Finish in One Hearing?
No.
This is perhaps the most important aspect of the decision.
A common misunderstanding may be that every claim below AED 500,000 will automatically qualify for a one-session determination.
That is not what the decision provides.
Before a case can be referred to the One-Session Circuit, it must be:
- fully prepared;
- procedurally complete; and
- capable of being determined within a single hearing.
If these requirements are not satisfied, the dispute will proceed under the ordinary litigation process before the competent court.
The initiative is therefore designed to accelerate suitable cases rather than replace conventional litigation altogether.
