Dubai Implements Law to Enhance Public Engagement and Law Enforcement
Dubai has taken a significant step towards enhancing law enforcement and promoting community participation with the introduction of Law No. (19) of 2024. This new legislation, enacted by His Highness Sheikh Mohammed bin Rashid Al Maktoum, aims to regulate the powers granted to law enforcement authorities and streamline the mechanisms for enforcing laws across the emirate.
Key Objectives of Law No. (19) of 2024:
- Strengthening Public-Private Partnerships: The law encourages collaborations between the government and private entities in managing Dubai's public facilities, empowering both government employees and community members to play an active role in law enforcement.
- Expanded Law Enforcement Roles: The law extends law enforcement authority not only to government employees but also to private firms contracted by the government. It even includes community members who meet specific requirements, such as being at least 30 years old and possessing relevant qualifications.
- Ensuring Accountability: Detailed provisions in the law regulate the responsibilities of individuals granted law enforcement authority. These include performance evaluations and the requirement to use Arabic in all investigations.
This legislation replaces Law No. (8) of 2016 and supersedes any conflicting regulations, reinforcing Dubai’s commitment to maintaining a modern, effective, and community-oriented approach to law enforcement.
