Dubai Establishes Centre for Judicial Expertise
Dubai has taken another major step in strengthening its judicial system with the launch of the Dubai Centre for Judicial Expertise, announced under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.
The newly established Centre will provide courts with accredited local and international experts, operating under unified standards for appointment, oversight, and evaluation. This move is expected to accelerate litigation processes, improve the accuracy of expert reports, and develop specialised Emirati expertise, positioning Dubai as a leader in judicial innovation.
Objectives of the Centre
The Dubai Centre for Judicial Expertise has been created with a clear set of goals aimed at reinforcing the emirate’s legal framework:
- Support judicial authorities with qualified experts from the UAE and abroad.
- Improve expert reporting standards, ensuring more accurate and efficient case resolutions.
- Develop Emirati cadres across highly specialised fields of technical expertise.
- Standardise appointment and evaluation of experts under one unified framework.
- Build partnerships locally and internationally for knowledge exchange and training.
Functions and Jurisdiction
The Centre will act as the central hub for expert engagement in Dubai’s judicial system. Its functions include:
- Receiving requests from Dubai Courts and assigning appropriate experts.

- Training and accrediting Emirati experts to meet evolving legal needs.

Leadership Vision
Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Dubai Judicial Council, emphasised that the Centre marks a “qualitative leap” in enhancing Dubai’s justice system. By providing reliable expertise and expediting litigation, the Centre will bolster transparency and reinforce Dubai’s reputation as a trusted jurisdiction.
Dr. Saif Ghanem Al Suwaidi, Director General of Dubai Courts, highlighted that the Centre will introduce standardised procedures for expert appointments and performance, while also attracting distinguished professionals to ensure high-quality judicial support.
Governance and Implementation
The Centre will be overseen by a Board of Directors chaired by the Director of Dubai Courts, with members representing judicial and non-judicial entities. An executive body, led by a Director General, will manage operations, while a Steering Committee will oversee the transition of relevant competencies from Dubai Courts and the Rental Disputes Center.
This governance structure ensures that the Centre not only streamlines expert engagement but also integrates seamlessly with Dubai’s broader judicial ecosystem.
