Abu Dhabi has confirmed that pet registration for all cats and dogs will become strictly mandatory from February 3, with fines of up to Dh1,000 imposed on owners who fail to comply. The announcement follows the end of a one year grace period introduced to allow residents to regularise their pets under the emirate’s animal ownership system.

The new requirement forms part of Abu Dhabi’s broader efforts to promote responsible pet ownership, improve animal welfare standards, and maintain an accurate record of domesticated animals across the emirate.

Who Must Register Their Pets

All individual residents who own dogs or cats in Abu Dhabi are required to complete registration. Establishments that keep animals were subject to an earlier deadline and were required to comply within six months.

Registration applies only to microchipped pets and must be completed through a licensed veterinary clinic using the TAMM platform.

Fines for Non-Compliance

From February 3 onward, the following penalties will apply:

  • Dh1,000 fine for failing to register a dog or cat
  • Dh500 fine for failing to renew an existing registration

Authorities have confirmed that enforcement will begin immediately after the deadline, with no further grace periods expected.

Why Registration Matters

Once registered, pets are officially recorded in Abu Dhabi’s “Family Space”, a centralised system designed to track animal ownership and support public safety and welfare initiatives.

The programme aims to:

  • Reduce the stray animal population
  • Enable proper identification of pets
  • Improve animal welfare standards
  • Support faster recovery of lost animals

Registration also strengthens enforcement of animal welfare laws and ensures accountability among pet owners.

Abandonment and Animal Welfare Violations

Abandoning a pet in Abu Dhabi is a violation of animal welfare regulations and carries a Dh2,000 fine. More serious cases involving neglect or mistreatment may result in fines of up to Dh5,000 under Article 471 of the UAE Penal Code.

Authorities have reiterated that pet ownership carries legal responsibilities, not just personal obligations.

How to Register Your Pet via TAMM

Pet registration is free of charge and completed digitally through the TAMM platform.

Basic steps include:

  • Logging into TAMM using UAE Pass
  • Submitting the required documents
  • Completing registration through a licensed veterinary clinic
  • Obtaining an animal registration certificate or personal file number

Documents Required for Registration

Pet owners will need to provide:

  • A valid commercial licence (where applicable)
  • Reference number
  • Veterinary medical report confirming microchipping and vaccinations

Important Conditions to Know

  • Pets must be at least 12 weeks old to receive a registration certificate
  • Mandatory vaccinations must be completed before certification
  • Pets under 12 weeks receive a temporary personal file number
  • Registration certificates are valid for one year and expire with vaccination validity

Failure to renew registration on time will trigger penalties.

Legal Insight for Pet Owners

Mandatory pet registration is no longer an administrative formality in Abu Dhabi, it is a legally enforceable obligation. Fines, enforcement action, and potential welfare investigations may follow non-compliance.

Early registration protects owners from penalties and ensures compliance with evolving animal welfare standards in the emirate.
